Adopting a mixed-breed dog into an HDB flat
Project ADORE in Singapore
Project ADORE lets HDB households adopt a local mixed-breed dog that would not otherwise be allowed in a flat. Here is how the scheme works and what it requires.

What is Project ADORE?
Project ADORE is a Singapore scheme that lets HDB households keep one local mixed-breed dog, up to 15kg and 55cm, subject to sterilisation, microchipping and licensing. It exists because local mixed breeds are not on HDB’s standard approved list, yet many suit flats well.
The conditions, in brief
Size and age
Up to 15kg in weight and 55cm in shoulder height, and at least 6 months old at adoption.
Sterilised
The dog must be sterilised as part of the scheme.
Microchipped & licensed
Microchipping and a valid AVS dog licence are required.
Training and conduct
Adopters go through the participating group’s process, which includes compulsory basic obedience training for the dog.
If you are still weighing this against a purebred puppy, our adopt-or-buy guide lays out both honestly.
Adoption under the scheme runs through participating rescues such as Action for Singapore Dogs, SOSD, Exclusively Mongrels and OSCAS, not directly through HDB. The scheme's own definition and current conditions live on the official AVS Project ADORE page; read it before you set your heart on a specific dog, because the size and age criteria are applied at the dog level, not negotiated case by case.
Project ADORE questions, answered
What is Project ADORE?

What are the size limits under Project ADORE?
A dog adopted under Project ADORE must be up to 15kg in weight and up to 55cm in height. It must also be sterilised, microchipped, licensed and, in some cases, wear identification, under the scheme’s conditions.
Does Project ADORE apply to purebred puppies?
No. Project ADORE is specifically for adopting local mixed-breed dogs through participating animal welfare groups. Purebred puppies are kept in HDB flats only if the breed is on HDB’s standard approved list.
